Felixstowe revamps VBS to stop ‘haulier abuse’

Here is an example of the adversarial approach to overbooking. Felixstowe has had serious problems handling cargo over the last several months. Port management is blaming it on everyone but themselves. Ocean carriers are avoiding the port or canceling visits, or cutting and running without fully unloading cargo; truckers can’t get slots to pick up or deliver; and customers are unhappy with the ability to get their cargoes delivered through this port.

I don’t know anything about the actual situation, except what I read. But when there’s poor performance, overbooking is one of the responses to expect from customers. YOu look to game the system to be able to get what you need when you need it, and rely on canceling to avoid payment. It happens everywhere. To me, it’s more a symptom of a broken system than a ‘crime’ to be punished.

I think it’s probable entirely too little time was invested in finding out what some of the customers (users) needed from the system, and when it was developed, not enough attention was paid to making sure the prospective users were able to see its advantages. When you don’t work with users closely and cooperatively, they won’t see how the system can help them.

I’d tell management, fix the problems with the system. Make it fair to all, and make sure you understand participant motivations so you can prevent gaming. Because if there’s a weakness, there will be gaming, for sure.

UK government looks to blame predicted Brexit chaos on logistics sector

Brexit is coming, and it’s clear that the government, which has been pushing Brexit along, has chosen not to invest or prioritize systems for logistics. The logistics community will be forced into dealing with a tangle of poorly understood rules and policies, documentation requirements and restrictions, that no one has bothered to foresee as a complete package. Logistics firms particularly trucking firms (though all sectors have their issues) hve complained loudly. Now it’s for a long time.

There has been ample warning for the government of the problems, despite a bit of uncertainty about whether and exactly how Brexit would happen. But The government all along has known that there would need to be massive change. They just have not bothered to assess and remedy the defects by making double sure that processes were in place and well understood, nor did they factor logistics, the ‘point person’ affected by Brexit, into the negotiations or the processes.

This article shows the laughable government response in Britain to logistics firms’ complaints. In a classic Trumpian moment, they blame the folks who are complaining.

It’s as though we were to blame the Chinese Communist party for coronavirus…

Oh, I think someone did that just recently.

Port of LA leader calls for industrywide digital transformation

Gene Seroka, Executive Director of the Port of LA, is calling on people to cooperate and share data on logistics activities. He wants to see a bold information transformation, for the maritime industry and also for on-shore logistics. He was put in charge of coronavirus-related logistics by the Mayor of Los Angeles, a very big job in addition to his own.

He makes great claims for the Port of LA logistics information systems. But the port has needed to be dragged kicking and screaming into the digital age. It’s taken much longer to get them to act than it had to. Scholars and also logistics participants such as forwarders, shippers, and NVOOCs (Non-vessel-owning ocean carriers, sort of freight forwarders for ocean cargoes) have been screaming for coordination of systems ever since the 2000’s. It’s just very hard to do without standards. And it takes forever to negotiate standards that don’t place some participants at a disadvantage.

The role of standards could be a lot like their role in the PC market. Used to be, when you bought a PC you had to buy the disk drive, and memory from the same vendor– it had to be compatible. Software also must be compatible with the operating system. Nowadays, these parts are made to standards, and you can go buy any replacement or upgrade memory or disk that are compatible, You can even replace your hard drive with a matching SSD that is transparent to the computer. The adoption of standards allowed computers to become affordable, software to work on all the hardware, and be useful for all. It’s called a network effect. The same is true for logistics software. To connect partners together they need to each conform to standards of data structure (schemas, we call them) and standards of transmission. Nowadays the buzzword for this is APIs, but the concept has had lots of names over the years. My favorite was ‘middleware’.

And the need to share has to be seen by the prospects as more important than preserving the confidentiality of their company data. That is perhaps the largest barrier. So participants have to see tangible economic benefits to sharing, and that is sometimes hard to get direct evidence of. Even the economic network effect is hard to justify economically with hard numbers.

Gene Seroka is a good leader, and for coronavirus, we hope he is able to pull together what’s needed for the job.
